Pivot AI Global Publishes the First Evidence-Scored Ranking of Independent Trust & Safety Outsourcers
The IPO Trust & Safety 10 names the independent moderation specialists under 5,000 staff running intelligent trust and safety operations, scored on a published methodology with no pay-to-play.

Pivot AI Global today published the IPO Trust & Safety 10, the first evidence-scored ranking of independent trust and safety and content moderation outsourcers under 5,000 staff. The full ranking, methodology, and scoring matrix are public at pivotaiglobal.com/lists/trust-safety.
The list arrives as the specialist tier consolidates. IntouchCX acquired WebPurify in January 2025, TDCX acquired Open Access BPO in April 2025, and EXL announced its acquisition of iMerit in June 2026. Three independent specialists have come off the board in eighteen months, while every platform’s moderation obligations grow under the EU Digital Services Act, the UK Online Safety Act, and a widening set of US state laws. Pivot AI Global screened 52 companies and found ten that cleared its evidence gate.
Two findings stand out. The automation gap is now nearly total: the leading independents run up to 94 percent of moderation volume through AI in production, with published accuracy, while the median company in the screened set publishes no automation at all. And seven of the ten honorees still price by the hour or the seat. Only three publish a commercial model at all, and the ranking scores that silence as what it is.
“The analysts cover the same five giants, and the tier below them is getting bought up. We went looking for the independents that are left and can prove what they do. Proof is what travels now. Ask an AI which moderation partners are credible and it won’t take a company’s word for it. It looks for the same story in more than one place: the numbers they publish, what their customers say in reviews, what the press has already written about them. The ten on this list hold up across all three. This ranking is one more source saying the same thing, and they earned it. Nobody paid for a spot, and nobody can.”
The IPO Trust & Safety 10 (listed alphabetically; see the full ranking at pivotaiglobal.com/lists/trust-safety): 5CA, Besedo, Horatio, Hugo, LiveWorld, Mindy Support, ModSquad, PartnerHero (a Crescendo company), SupportYourApp, and SupportZebra.
The ranking uses the same eight-dimension methodology as the flagship IPO 25, scoring published evidence across AI in production, named clients, measured results, governance and certifications, workforce, and commercial transparency. A published fact earns points; an unsupported claim earns nothing. No company paid for inclusion or placement, and no company can. Companies that cleared the eligibility gate but not the ranked ten appear in published “Ones to Watch” bands, and vertical cuts for retail, BFSI, and healthcare accompany the main list.
The list also weighs the human cost of the work. Content moderators absorb exposure the public never sees, a toll documented in courtrooms and clinics, including a $52 million settlement to more than 14,000 US moderators. AI in production changes that equation: every item a model resolves before a person sees it protects the reviewer. Besedo, SupportZebra, Horatio, and ModSquad are recognized as leaders on moderator wellbeing.
